Our plan to speed up construction, ensure new homes are affordable homes, and work with cities and provinces to build more, faster.
A home you can afford, in a community you love. It’s not too much to ask. But the way we’ve been doing things in Canada has put that dream out of reach for too many. Not because they did anything wrong—but because decades of Liberal and Conservative governments have made choices that put profits ahead of people.
We need to build more, faster. We need to bring provinces and cities to the table to do it. And we need to protect affordability while we get it done.
That’s why a New Democrat government will:
• Build 3 million new homes, including non-market and affordable housing
• Introduce stronger rent protections to stop renovictions and price gouging
• Create good jobs and faster construction with Canadian-made materials
We’ll do this by replacing the expiring Liberal Housing Accelerator Fund with a permanent, $16 billion national housing strategy—made up of the Canadian Homes Transfer and the Communities First Fund. This plan complements previously announced commitments on national rent control, building rent-controlled homes on public land, and low-interest loans through the Canadian Mortgage and Housing Corporation. The plan gives cities and provinces the tools to build homes faster, protect affordable rental homes, and fight inflation for families.
Canadian Homes Transfer
The Canadian Homes Transfer will reward cities that build quickly, legalize more multi-unit homes, and prioritize homes near transit. The fund will:
• Require cities to allow more multi-unit homes in all neighbourhoods;
• Require more housing near public transit routes;
• Speed up permits and approvals so homes can get built faster;
• Support good jobs by requiring Project Labour Agreements or Community Benefits Agreements;
• Provide guidelines for using Canadian-made materials like steel, cement, and mass timber;
• Support building pre-fabricated homes to help meet tight timelines;
• Freezing the increase on development charges and working with provinces to halve development charges that hold up construction;
• Committing to 20 percent non-market housing in every neighbourhood;
Communities First Fund
The Communities First Fund will support provinces in helping cities lay the foundations for building more homes faster—while requiring rent control, reduced development charges from cities, and housing security strategies to end homelessness and encampments. Provinces can access the funding by:
• Freezing development charges and working with cities to cut them in half, lowering construction costs;
• Following national rent control rules;
• Bringing forward a housing security strategy to end encampments and homelessness;
• Implementing a Renters’ Bill of Rights;
• Ending exclusionary zoning that blocks new homes;
• Supporting the construction of pre-fabricated homes to speed up building timelines;
• Requiring cities to allow at least four units on residential lots and more multi-unit homes;
To deliver on this plan, we will train over 100,000 skilled workers, including newcomers and those affected by Donald Trump’s reckless trade war.
